Do-Not-Call Law passed in 2001.  CA has adopted the FTC registry as its official state list.  Legislative News:   CA AB 2919 ((location disclosures, prohibits sending financial information to foreign country without permission) intro'd 2/20/2004. 

Federal and State Regulations (Laws) impose restrictions on the ability to solicit by telephone or facsimile. These regulations vary from State to State. Violation of such regulations will result in penalties and other sanctions. 

State specific Do-Not-Call legislation is continually changing. Amendments, adjournment of committee, majority defeat by the legislative body and/or veto by the governor’s office, among many others, can all affect the immediate status of proposed legislation on its way to becoming law.
